Never-ending transition

Michael Stutchbury: Welcome to the new protectionism, where the car industry gets never-ending billion-dollar handouts to deal with the fact that times change.

So-called “transition” handouts from the 1980s were supposed to help the car industry adjust to the gradual dismantling of the tariff wall that kept out cheaper imports.
