This is an unacceptable situation that penetrates to a pivotal issue in politics: Rudd’s ability to win enough goodwill from state governments to make viable his economic and social reform agenda. The time for a national industrial relations system arrived some years ago. It has been championed by everyone from Gough Whitlam to John Howard and, in 2007, Rudd and Gillard.

While the exact shape and strength of the new Freedom of Information laws will not be known until later this year when the Government releases draft legislation, Ms Bligh said a new regime would be in place by the middle of next year. Until then, the cabinet agenda and non-sensitive documents are likely to be proactively released.

During the 12 years of the Howard government, these voters were capable of voting for John Howard federally, then turning to throw their support behind Labor at the state level. The question was always what these voters would do once the government changed in Canberra, and now we are starting to get an answer.

Right now it’s a particularly good idea to buy land because many of those properties actually have water in storage. That means the Government would be buying real water that can be returned to the rivers rather than hypothetical water rights that won’t result in real water until it rains again.

Every year, the progress on the Murray-Darling Basin cap has been reported and audited. Queensland’s annual reports were a standing joke. The Murray-Darling Basin Commission, essentially an organisation formed by consensus, could do nothing but tut-tut about Queensland’s repeated refusal to step into line.

Federal cabinet, meeting in Adelaide, a centre of the unfolding crisis, signed off on $50 million in additional spending to accelerate the buyback of water rights, which has so far had minimal impact. But the Opposition dismissed the package as “paper money”, while South Australia’s balance-of-power senator Nick Xenophon said it did not go far enough.
